The Bureau of Oceans and International Environmental and Scientific Affairs’ (OES) Office of Global Change at the Department of State, announces the Notice of Funding Opportunity (“NOFO”) for a cooperative agreement entitled “Clean and Advanced Energy Investment Accelerator (CAEIA).”  The agreement awarded will use U.S. Fiscal Year 2017 Economic Support Funds, subject to Congressional approval and availability of funds. The purpose of the CAEIA project is to support public-private partnerships to link developing country clean energy needs with a growing interest among U.S. and international companies to procure and support clean and advanced energy technologies.  Presently, 70 of the Fortune 100 companies identify clean and advanced energy goals as part of their company strategies.   CAEIA will bring together experts from both the public and private sectors in the U.S. and internationally to develop and implement developing country policy solutions and financing options that accelerate clean and advanced energy deployment while promoting the key U.S. objectives of energy security and emissions reductions.

CAEIA will support a limited number of developing countries that may include Vietnam, Colombia, Mexico, Indonesia, Philippines, and Kenya.  Success will be achieved via identifying and enabling effective policy structures in order to unlock public and private sources of funding for various energy-related sectors, providing technical assistance to support the development and growth of clean and advanced energy markets, and by aggregating demand and creating investment-ready clean and advanced energy projects to attract U.S. and international investment.   Ultimately, CAEIA enhances the technical rigor, transparency, and credibility of developing country actions to advance clean and advanced energy markets and deployment and reduce their emissions consistent with the goals and priorities identified in their nationally determined contributions (NDCs).
